The new elements of the Windsor Framework were originally due to commence on 1st October 2024, but have now been further delayed until March 2025 at the earliest. These were set to be new customs processes for parcels and freight movement from the UK and EU to Northern Ireland. Events including general election and pre-election period have impacted preparations leading to concern whether businesses are prepared for the changes.

What Is The Windsor Framework?

The Windsor Framework is a post-Brexit legal agreement between the European Union (EU) and the United Kingdom (UK) designed to adjust the operation of the Northern Ireland Protocol. The agreement was announced on 27th February, 2023, and formally adopted on 24th March 2023. It came into effect from 1st October 2023 and has since been implemented in stages.

What Is The Purpose Of The Framework?

The framework aims to address political concerns about the Northern Ireland Protocol, which kept Northern Ireland in the EU single market for goods, creating a de facto trade border in the Irish Sea.

What Is Included In The New Elements?

The new elements, now not expected to be implemented before 31st March 2025, mainly concern business-to-business parcels due to face customs processes for the first time, with the introduction of red and green lanes as well as a new trusted trader scheme.
